From Nurek to Rogun (Tajik scholars argue Leonid Papyrin)
Lately, some sites and in the media can find articles and statements by Leonid Papyrin, which calls itself an international expert and is trying to impose their conclusions about the water problems of Central Asia. Particularly, it addresses vital issues for each of Tajiks - the problem of Lake Sarez and Rogun. As a geophysicist and worked several years in Tajikistan geologoupravlenii head of the Party, he spent several months conducting research at Lake Sarez. But his geophysical surveys in 2004 were rejected by the International Commission of Experts of the World Bank. His article, "Water problems of Central Asia", which appeared on the website "Central Asia" was, unfortunately, without critical commentary is reprinted in our central government newspaper "Narodnaya Gazeta» (№ 45-46 dated 9 and 16 November 2011). The paper consists of numerous indications of the author, how to build one or another of the reservoir and dam, many copied pages from a draft prepared by the "Tashkentgidroproekt" and passed off as their own conclusions. Goals of the Conference
It is expected that the Conference will focus on the process of implementation of the decisions and commitments made during the Fourth Conference in Istanbul, defining priority directions and projects, as well as elaborating the concrete recommendations and proposals to strengthen regional and international cooperation for the development of Afghanistan and of the region.
Like other countries in the region, Tajikistan celebrates its 20th anniversary of independence this year. Tajikistan has witnessed fourteen years of peace and stability and recently achieved top reformer status in the World Bank Doing Business rankings. However, according to partners in government and the private sector, significant challenges include a lack of awareness and inaccurate perceptions of the country internationally.
Recently distorted information regarding the project of Roghun HPP’s construction has been spread among the mass media of some countries of the region. The invariable position of a leadership of Tajikistan should be noted in relation to the fact that the implementation of energy projects, and first of all the completion of Roghun HPP, is being carried out given the national and regional interests and Tajikistan is ready and willing to closely cooperate with its neighbors in this process.
