The interview of HEA Masud Khalifazoda to the London Post about the recent visit of the Founder of Peace and National Unity, Leader of the Nation, President of Tajikistan HE Emomali Rahmon to the Islamic Republic of Pakistan:
On 30 April 2021, the Founder of Peace and National Unity - the Leader of the Nation, President of the Republic of Tajikistan His Excellency Emomali Rahmon held a telephone conversation with the President of the Kyrgyz Republic His Excellency Sadyr Japarov.
During the conversation, the heads of state spoke about the latest conflict incidents in the border areas and discussed the current situation on the Tajik-Kyrgyz border.
They stressed the particular importance of coherent implementation of the agreements aimed at normalizing the situation and preventing its escalation, in particular, on a complete ceasefire and the withdrawal of troops from the border line at a specified time.
In this context, the presidents also emphasized the importance of continuing the Tajik-Kyrgyz interstate dialogue to further advance the negotiation process on border delimitation.
Agreements were reached to hold a meeting of the Intergovernmental Commission of the Parties on Delimitation and Demarcation on May 1 in Batken city of the Kyrgyz Republic.
It was also agreed to resolve the entire range of issues of Tajik-Kyrgyz relations on a bilateral basis in the spirit of good-neighborliness and mutual understanding through negotiations and consultations.
The head of our state invited the President of the Kyrgyz Republic Sadyr Japarov to pay an official visit to Tajikistan in the nearest convenient time.
The invitation was accepted with satisfaction by the President of Kyrgyzstan.
The exact dates of the visit will be agreed upon through diplomatic channels.
As a result of the conversation, the parties gave specific instructions to the relevant ministries and departments to take the necessary measures on all topical issues of Tajik-Kyrgyz good-neighborliness and mutually beneficial cooperation.
On April 30, 2021 a telephone conversation of the Minister of Foreign Affairs of the Republic of Tajikistan Mr. Sirojiddin Muhriddin with the Special Representative of the UN Secretary General for Central Asia, Head of the UN Regional Center for Preventive Diplomacy for Central Asia (UNRCCA) Ms. Natalya Gherman on the situation in Tajik-Kyrgyz border was held.
During the conversation the Minister of Foreign Affairs informed the Special Representative about the situation on the line of the state border of Tajikistan and the Kyrgyz Republic, including the ceasefire agreement and the intention of the parties to resolve the situation through negotiations by using political and diplomatic tools. In this regard, noting the importance of a telephone conversation between the leaders of Tajikistan and Kyrgyzstan for resolving the situation on the state border, as well as meetings of prime ministers, contacts of foreign ministers and heads of special services of the two countries, the need to observe the ceasefire was stressed. At the same time, the Foreign Minister expressed Dushanbe's strong commitment to progressively resolve this issue through negotiations and mutually acceptable formulas based on national interests.
The Special Representative of the UN Secretary General welcomed the agreements between the parties on a ceasefire and the signing of the Protocol on the settlement of the armed conflict in the border areas of Tajikistan and Kyrgyzstan, and in this context, she highlighted the contribution of the Tajik side to this process and the wise policy of the Leader of the Nation, President of the Republic of Tajikistan H.E. Mr. Emomali Rahmon. It was reported that the UN Secretary General is closely following the developments on the border between Tajikistan and Kyrgyzstan and is pleased with the proclamation of the ceasefire. In this context N. Gherman reported on the readiness of the UN Secretary General to assist in a peaceful solution of the situation that had arisen.
At the end of the conversation the parties discussed issues of cooperation between Tajikistan and the UN in areas of mutual interest.
On 30 April 2021, in a neutral territory between the Guliston and the Kyzyl-Bel checkpoints, a meeting of working groups was held under the leadership of the Chairman of the State Committee for National Security of Tajikistan Saimumin Yatimov and the Chairman of the State Committee for National Security of the Kyrgyz Republic Kamchibek Tashiev.
The meeting focused on the issues of stabilizing the situation in the border territories of both republics.
The parties expressed their desire and readiness to resolve all issues through negotiations.
As a result, the parties came to an agreement from 13:00 of April 30 to begin a mutual withdrawal of all types of troops and military equipment from the border territories of Tajikistan and the Kyrgyz Republic to places of permanent deployment, to open roads and ensure the unhindered movement of citizens.
Working groups have been created under the leadership of the commanders of the border troops of Tajikistan and the Kyrgyz Republic to ensure the implementation of the agreements reached.
It was decided to hold a regular meeting of the Intergovernmental Commission on The Delimitation and Demarcation of the Tajik-Kyrgyz state border on May 1 in the Batken region.
