EMOMALI RAHMON
THE PRESIDENT OF THE REPUBLIC OF TAJIKISTAN
Emomali Rahmon was born on
October 5th, 1952 in Dangara, Tajikistan. In 1982, he graduated from Tajik
State University with the Bachelor's in Economics. During the
same year, Mr. Rahmon was promoted to be the Chairman of the collective
farm in Dangara region.
From 1976-1988, Mr. Rahmon was the Chairman of the Union Committee of the
collective farm in Dangara region of Koolyab province. He also held various
positions in the leading Government divisions at that time.
In 1992, Mr. Rahmon was elected as the Chairman of Executive Committee of
Koolyab province and the Chairman of the District People Representative's
body. Later that year, he was elected as the Chairman of the
Supreme Assembly of the Republic of Tajikistan.
On November 16th 1994, Mr.
Rahmon was elected as the President of the Republic of Tajikistan.
In November 1999, Mr. Rahmon
was re-elected as the President for a seven-year term.
The
President is married and has nine children.
Government:
On September 9th 1991
Tajikistan has declared its independence.
The Constitution was adopted on
November 6 th, 1994. The legal system is based on civil law system.
The President, who is directly elected, is both the head of state
and the head of government. The president appoints the Prime Minister and
all the members of the government, with parliamentary approval. Tajikistan
is thus a presidential
republic. Tajikistan held a constitutional referendum on 22 June
2003 and the 2003
Constitution, among other amendments, set a limit of two
seven-year terms for the president.
Tajikistan's parliament - The Supreme
Assembly of Tajikistan (Majlisi Oli) has two chambers:
Assembly
of Representatives (Majlisi
Namoyandagon), the lower chamber with 63 members elected for a five
year term, 22 by proportional representation and
41 in single-seat constituencies.
National
Assembly (Majlisi
Milli), the upper chamber with 33 members, 25 elected for a five year
term by deputies of local majlisi and 8 appointed by the President. The
current chairman of Majlisi Oli Majlisi Milli is Mahmadsaid Ubaydulloyev from 17
April 2000.
The bicameral legislature
was introduced in the September
1999 Constitution and prior to that Tajikistan had a unicameral
legislature.
The
constitution provides for an independent judiciary. The Supreme Court is
the highest court. Other high courts include the Supreme Economic Court and
the Constitutional Court, which decides questions of constitutionality. The
President appoints the judges of these three courts, with the approval of
the legislature. There is also a Military Court. The judges of all courts
are appointed to 10-year terms.
Geography:
Republic of Tajikistan is a mountainous (93% of the territory),
land-locked country in the south-eastern part of Central Asia. The total
area is 143,000 sq km, from which 142,700 sq km consists of land and 400 sq
km consists of water. Irrigated land is 6,390 sq km. The total length of
the land boundaries is 3,651 km. The country borders with Afghanistan
(1,400 km), China (414 km), Kyrgyzstan (870 km), and Uzbekistan (1,161 km).
The climate is continental with hot summers and mild winters. Pamir and
Alay mountains dominate the landscape of Tajikistan. The highest peak is
Ismoili Somoni (7,495 meters) and the lowest point is Syrdariya 300 meters.
The largest glacier is Fedchenko, which is 77 km long. There are 4 major
rivers - Panj, Syr-Darya, Vakhsh, and Zarafshon. The following are the
natural resources: hydropower, some petroleum, uranium, mercury, brown
coal, lead, zinc, antimony, and tungsten. There are 6% of arable lands, 0%
of permanent crops, 25% of permanent pastures, 4% of forests and woodland
and 65% of other type of land.
